Program Overview
The United Sorghum Checkoff Program (USCP) is the national checkoff program for sorghum farmers. USCP is responsible for promotion, research, and information programs for the U.S. sorghum industry. The Sorghum Promotion, Research, and Information Order is implemented under the authority of “Commodity Promotion, Research, and Information Act of 1996.” USCP has hired the National Sorghum Producers (NSP) as the management entity for the checkoff. This position will be managed as a USCP-assigned employee.

Summary
The general responsibilities of the Executive Director are to manage, directly or indirectly, all operations of the United Sorghum Checkoff Program, on behalf of the Chief Executive Officer (CEO) and Board on a day-to-day basis. The Executive Director reports to the CEO and works closely with him/her and the Board to be sure he/she is managing USCP consistent with the wishes of the Board of Directors of the USCP and complying with USDA/AMS regulations. All USCP staff report to the Executive Director for day-to-day activities and questions.

Essential Duties and Responsibilities include but are not limited to;

  • Work under the direction of the CEO and Board within the scope of the Act and Order, as overseen by AMS Guidelines and AMS approval process.
  • Work under the direction of the CEO and Board within the scope of the Act and Order, as overseen by AMS Guidelines and AMS, to assure program compliance.
  • Work with the Board and CEO to satisfy the Bylaws, Policy and the Act and Order.
  • Work with AMS, Board, CEO, CFO or Financial Services provider to satisfy financial compliance with AMS, bylaws, policy and the Act and Order.
  • Work with AMS, Board, CEO, CFO or Financial Services provider to satisfy financial audit compliance with AMS, bylaws, policy, and the Act and Order.
  • Work with AMS, Board, CEO, CFO or Financial Services provider to satisfy AMS/OGC Administrative Review compliance with AMS, bylaws, policy, and the Act and Order.
  • Work with AMS, Board, CEO, CFO or Financial Services provider to satisfy Board Member Re-apportionment compliance with AMS, bylaws, policy, and the Act and Order.
  • Work with AMS, Board, CEO, CFO or Financial Services provider to satisfy Independent Evaluation compliance with AMS, bylaws, policy, and the Act and Order.
  • Work with AMS, Board, CEO, CFO or Financial Services provider and staff to satisfy employee reimbursement compliance with AMS, bylaws, policy, and the Act and Order.
  • Work with AMS, Board, CEO, CFO or Financial Services provider and staff to satisfy Budget compliance with AMS, bylaws, policy, and the Act and Order.
  • Work with Board and CEO to develop and execute USCP Board Meetings and Strategy Sessions that satisfy compliance with AMS, bylaws, policy, and the Act and Order.
  • Work with CEO and staff to develop and execute USCP Staff Meetings and Strategy Sessions.
  • Work with AMS, Board, CEO, CFO or Financial Services provider and staff to provide oversight of the development, negotiation and implementation of USCP agreements that satisfy compliance with AMS, bylaws, policy, and the Act and Order.
  • Work under the direction and approval of AMS and CEO to establish, review and execute legal documents including but not limited to, Research Agreement, Promotion Agreements, Settlement Agreements, Non Disclosure Agreements, Confidentiality Agreements and other documents that the Board may enter into to that satisfy compliance with AMS, bylaws, policy, and the Act and Order.
  • Supervise and support USCP staff on a day-to-day basis:
    • Assist in planning efforts
    • Assist in implementation of plans and schedules
    • Assist in brainstorming and offering advice as needed
    • Advising and assisting as needed
    • Assist to ensure cohesiveness within the organization and mission, strategy
  • Work with USCP staff to achieve the goals as set by the Board and strategic vision of the Board.
  • Develop, plan, implement and convey long range strategic vision that maximizes stakeholder opportunities.
  • Provide, or cause to provide oversight of USCP agreements entered into with Program Directors and administrative staff to assure reporting, payments, completion dates and other items as needed.
  • Perform, or cause to perform Qualified State Organization Administrative Reviews to assure compliance of USCP, USDA AMS requirements.
  • Work directly with the CEO in all matters associated with USCP. The CEO serves as the official responsible party of the USCP in all matters.

Education/Experience
Minimum of a Bachelor’s Degree from a four-year college or university; and five years’ business or related experience and/or training in a related field, or equivalent combination of education and experience. A background in a legal-related position is a plus.

Language Skills
Ability to read, analyze, and interpret legal documents, technical procedures or government regulations and to write reports, business correspondence, agreements and procedure manuals are required. Communicate effectively and respond appropriately to outside inquiries from producers, board members, governmental agencies, industry representatives and the general public as needed.

Mathematical Skills
The individual must have the ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, values, or other related quantitative findings as needed. The individual must be able to construct graphical, numerical, and statistical interpretations of data.

Analytical Ability
The individual must have the ability to identify problems, collect data, establish facts and draw valid conclusions based on producer, industry and marketing data related to assessments.

Physical Demands
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Employee would/may perform work in the following manners, including but not limited to: standing/sitting for long periods of time (up to 8 hours), bending/stooping for long periods of time, performing tasks requiring crawling/kneeling/straddling, walking for long periods, lifting by hand up to 50 pounds and good hearing/vision enabling person to hear/see – directions/safety hazards, computer screen, and other media, work or environmental needs to fulfill responsibilities.

Employee would be required to use the following equipment, including but not limited to, motor vehicle, computer equipment. The person should possess the skills and the ability to execute the duties and responsibilities of the position.

Salary
Salary will be negotiable and commensurate with experience.

Location
The individual will be based out of the NSP/USCP Headquarters located in Lubbock, TX and will require an extensive amount of travel necessary to attend external and internal meetings, review, and other items as needed to perform such duties.
